The Tokyo Metropolitan Assembly has adopted additional PV standards for new buildings and houses beginning in 2025. The new regulations are part of the Tokyo Metropolitan Government’s objective to cut greenhouse gas emissions by 50 percent by 2030, compared to levels in 2000.

The government first declared mandatory solar requirements at the beginning of September. The new regulations apply to newly constructed dwellings with roof areas greater than 20 square metres and to structures with combined roof areas of less than 2,000 square metres.

In addition, they will mandate that companies put solar panels on 30% of their rooftops. In some areas of the city, solar panels might be required to cover 85 percent of all rooftops.
